Coastal Management
Rowes Bay and Pallarenda Foreshores, Rowes Bay and Pallarenda – Coastal Management Works

The Rowes Bay and Pallarenda coastal restoration works have been extended due to unforeseen equipment and resource allocation delays. It is expected that works will now be completed by the following dates:
- Rowes Bay Foreshore works are expected to be completed by Monday 28 October 2024, weather and coastal conditions permitting
- Pallarenda Foreshore works are expected to be completed by Monday 4 November 2024, weather and coastal conditions permitting.
The works will continue to involve the reprofiling of sand along identified sections of the foreshore most susceptible to erosion including additional foreshore maintenance works.
Residents and beach users close to the works may experience some temporary coastal works impacts including:
- partial closure of the beach
- operation of machinery
- installation of safety fencing
- noise.
These works aim to reduce the impact of erosion and make the beach resilient to future weather events.
The Strand foreshore, Townsville City – Coastal Management

Works will involve the reprofiling of sand along identified sections of the foreshore most susceptible to erosion including additional foreshore maintenance works undertaken to the beach pedestrian access paths between Longboard Bar and Grill and the Townsville Sailing Club.
Residents, businesses and beach users close to the works may experience some temporary coastal works impacts including:
- partial closure of the beach
- operation of machinery
- installation of safety fencing
- noise.
These works aim to reduce the impact of erosion and make the beach resilient to future weather events.
Council advises that the beach within the work zone will be closed to the public throughout the works.
Drainage
Murray Street near Gregory Street, North Ward – Murray Street Culvert Upgrade

Council is preparing to upgrade the culvert at the bottom of Murray Street nearing Gregory Street, North Ward.
These initial works are the first stage of Council's plans to upgrade Murray Street between Gregory and Victoria Streets.
This project is part of our Capital Works program, which aims to maintain Council’s assets to ensure the community's transportation, stormwater, water and sewerage needs are adequately met and continue to support the growth of our region.
As part of this project, Council will:
- upgrade the existing stormwater culvert at the Gregory Street intersection
- rehabilitate a portion of associated road immediately over the culvert
- remove vegetation within the works area as required.

Environmental Restoration
1/47 Old Common Road, Rowes Bay – Mundy Creek Environmental Restoration Works

Townsville City Council will be undertaking the Mundy Creek restoration works.
Works will involve the removal and mulching of woody weeds and revegetation to reduce the impact of erosion and make the beach resilient to future weather events.
The Mundy Creek removal and mulching is currently underway with revegetation works commencing from Wednesday, 26 June 2024. Works are expected to take six (6) months to complete (weather and project conditions permitting).
Works may involve:
- Operations of machinery
- Native tree plantings
- Safety fencing installed for pedestrian and vehicles
- Noise, flashing lights and dust.
This project is proudly funded by the Department of Environment and Science through the Reef Assist Project and delivered in partnership with Council and Reef Assist Partners.
Sherriff and Archery Park, Mundingburra – Riverine Site Maintenance

Townsville City Council is undertaking environmental restoration maintenance works along the riverbank to the Ross River within Sherriff and Archery Parks, Mundingburra.
Council began these works in October 2024. We expect maintenance weeding, mulching, and planting to take four months to complete and low-impact maintenance weeding to occur periodically until June 2026.
Council proposes dividing the site into two sections, restricting pedestrian access, and directing pedestrians to an alternative route.
We will close the pedestrian path within each section along the riverbank to suit works progress over the two week period.
Section one is from Sherriff Park to the Mabin Street Park entrance. Section two is from Mabin Street to the midpoint of Archery Park. You can still access the area through the Mabin Street park entrance.
Council will use safety bollards and flagging to mark the work areas and to ensure public safety.

Event Road Closures
The Strand from Kennedy Street to Landsborough Street, North Ward – Road Closure - New Year's Eve

A temporary road closure will be in place at The Strand from Kennedy Street to Landsborough Street from 6am Tuesday 31 December 2024 until 1am Wednesday 1 January 2025 for New Year's Eve Celebrations.
Vehicles left within the area during the closure will be towed at the owner’s expense.
General
Pedestrian Bridge, Alma Bay – Pedestrian Bridge Deck Removal

Council is preparing to remove the Alma Bay pedestrian bridge deck on Magnetic Island.
In preparation for these works, Council will reinstate the bridge closure with barricades and updated signage.
The bridge is closed, unsafe to cross, and will remain closed until further notice.
We will share information regarding the deck removal timeframes, scheduling, and pedestrian traffic management closer to project commencement. Weather permitting, we expect removal work to commence in January 2025.
As part of the preparation work, Council will:
- Reinstate barricades
- Reinstall associated signage.

Charters Towers Road, Hermit Park – Surveyors in Your Area

Council is preparing to design an upgraded pathway along the eastern side of Charters Towers Road, between Armstrong and Philp Streets.
This project forms part of our Pathway Renewal and Upgrade Program, which focuses on maintaining pathways in good condition while improving safety and accessibility. This ensures that pedestrians have a safe and well-maintained path for travel.
The surveying team has completed potholing works on Armstrong Street and part of Charters Towers Road. The completed areas are highlighted in yellow on the attached sketch, while the areas still pending completion are marked in red.
As the site investigation continues, you will notice Council surveyors in the area. Surveyors will measure distances, directions, and angles to enable the path design.
Council will also conduct minor excavation, and potholing works to identify underground utilities. In doing so, Council will prevent damage to the underground utility lines during future construction works. Additionally, you may see Council vehicles parked along the pathway while these potholing works are being carried out

Hillside Crescent, Townsville City – Top-City Reservoir Upgrade Works

Council is replacing the Top-City reservoir's roof, which sustained damage from gale-force winds and Ex-Tropical Cyclone Kirrily.
UPDATE - 17 October 2024
The concrete pours for the upgrade of Top-City Reservoir have occurred over the past two months, and the concrete works are now completed. The upcoming works in October and November will be the installation of the structural steel frames and roof sheeting for the water reservoir. During these works, there will be some truck movements for the delivery of the structural steel and roof sheeting.
Machinery operations, flashing lights, pedestrian and traffic management, safety fencing, noise, dust, and odours may be associated with these activities.
Walker and Stokes Streets, Townsville City – Line Marking

Townsville City Council is committed to delivering well-maintained infrastructure and efficient transportation systems, with over $328 million being invested in roads and transport management, open spaces, water, and wastewater management this financial year.
Through this commitment, Council will be delivering the Walker Street – Pedestrian Crossing Road Maintenance operational project.
The upcoming works will include the line-marking of a pedestrian crossing, road markings, and finishings.
These operations will be undertaken on Walker Street as highlighted in red below.
The Walker Street – Line Marking maintenance works undertaken within the intersection of Walker and Stokes Street are scheduled to commence on Wednesday, 4 December 2024 and are expected to take two (2) nights to complete, weather and construction conditions permitting.
Night work hours are from 7pm to 7am Monday to Saturday. However, work may be required outside these hours and on the weekend if needed.
Residents and businesses close to the works may experience some temporary construction impacts including:
- Traffic control and temporary lane closures,
- Construction machinery,
- Noise, and flashing lights.
Council advises that these works will be carried out at night, from 7pm through to 7am to minimise disruption to businesses and commuter traffic.

Fulham Road, Pimlico – Asset Removal Works

Council is removing the parking meter footings and related infrastructure along Fulham Road, Doris Court, Diprose, Turner, Thomas, Park, Lothair, Albury and Alroy Streets in Pimlico.
Please be advised that expanding paid parking across Townsville has been suspended. This decision was made during the Townsville City Council’s Special Meeting on Wednesday 9 October 2024.
Works will include :
- Removal of the existing parking meter footings located within the pathway and replace the affected area of the pathway.
- Reinstate the pathway after the removal of the meter footings.

- rehabilitate a portion of associated pavement

Update as at 2 December 2024:
Council commenced roadworks along Cobb Court between Marabou Drive and the end of the cul-de-sac, Annandale with the commencement date of Tuesday, 8 October 2024. To date Council has completed the kerb and channel works, and driveway crossovers and a portion of driveway accesses.
Council advises that the remaining road surfacing works and driveway accesses has encountered significant delays due to unfavourable wet weather conditions, and the availability of asphalt contractor and paving contractor. As a result, the construction team has decided to reschedule the remaining works required for Cobb Court will recommence subject to the weather condition and the availability of asphalt contractor and paving contractor.
The site is now opened for local traffic conditions only. Council will continue to provide updates on our progress and any changes to the project schedule.

Council commenced roadworks along Kern Brothers Drive between Bel Air Avenue and Burnda Street, Kirwan, with the commencement date of Monday, 28 October 2024. To date Council has completed the concrete bus stop bay adjacent to the Avenues Plaza Shopping mall.
Council advises that the remaining road surfacing works has encountered significant delays due to unfavourable wet weather conditions, and the availability of asphalt contractors.
As a result, the construction team has decided to reschedule the remaining works required for Kern Brothers Drive to recommence on Tuesday, 21 January 2025 subject to the weather condition and the availability of asphalt contractor.
The site is now opened for normal traffic conditions with no restrictions over the Christmas and New Year period. Council will continue to provide updates on our progress and any changes to the project schedule.

North Shore Boulevard and Burdell Drive Intersection, Burdell, Burdell – Roadworks

Council is undertaking roadworks along Ogden Street between Denham and Stokes Streets, Townsville City. This project is part of Council’s annual Roadworks program, which aims to maintain our Council controlled road network to ensure the community’s transportation needs are adequately met and continue to support the growth of our region.
Council will deliver this project in stages, work will pause on Saturday 30 November, to allow for increased traffic flows associated with The Killers concert at Queensland Country Bank Stadium.
When work resumes on Monday 2 December, Council will only need to complete the reconstruction of the concrete pathway. This work
is nearing the corner of Denham and Flinders Streets and will have minimal impact on on-street parking.
Timing:
- Stage One: Tuesday 12 November to Friday 20 December 2024. Council expects this stage to take six (6) weeks to complete, weather permitting.
- Stage Two: January to February 2025. Council will provide an update on this stage closer to work commencing.
As part of Stage One, Council will:
- renew a section of kerb and channel
- rehabilitate a portion of asphalt pathway
- reconstruct a portion of concrete pathway as illustrated.

Tenth Avenue, Railway Estate – Roadworks

Council is undertaking roadworks along Tenth Avenue between Boundary Street and Seventh Street, Railway Estate.
This project is part of our annual Roadworks program, which aims to maintain the Council controlled road network to ensure the community's transportation needs are adequately met and continue to support the growth of our region.
Council is committed to keeping the community informed as this project's delivery progresses. We will continue to provide updates on our progress and any changes to the schedule.
Roadworks which began on Monday, 14 October 2024, will continue from mid-January 2025, weather and project conditions permitting.
As part of this project, Council will:
- mill and replace road pavement with new asphalt
- reinstate line marking and raise service covers.
Please note that this project has expanded to include culvert renewal works and associated road-based infrastructure improvements at the intersection of Boundary Street.

The remaining works on Tenth Avenue, which consist of road resurfacing, were delayed due to adverse weather conditions and the availability of external contractors during the Christmas festive season. Trees
Oonoonba Road and Wairopi Street, Oonoonba – Tree Removal

Council’s Principal Arborist has recently completed a detailed inspection on a series of trees located in the nature strip of Oonoonba Road, between the street boundaries of Fairfield Waters Drive and Wairopi Street, and Wairopi Street through to Kokoda Street
as indicated overleaf.
A decision to remove the trees has been made based on the certified Arborist’s report that confirms the trees are in poor health due to the effects of Ex-Tropical Cyclone Kirrily, making them a risk to surrounding infrastructure and community safety.
No further arboricultural management practices can be recommended to safely retain the trees.
To protect the community and its infrastructure, the trees will be removed. Suitable replacement trees will be planted nearby, but not in the exact locations of the removed trees, to compensate for the lost canopy cover.

The Strand, North Ward, North Ward – Tree Removal and Pathway Works

Townsville City Council’s Principal Arborist has recently completed a detailed inspection on an identified tree that is positioned adjacent to the pedestrian pathway, opposite the Watermark.
A decision to remove the tree has been made based on the certified Arborists report that confirms the tree is interfering with services and/or damaging public infrastructure as well as damage to the pathway network.
No further arboricultural management practices can be recommended to safely retain the tree.
To safeguard the associated infrastructure, the tree will be removed, and the stump will be ground to 200mm below the ground surface level with all surface roots removed.
Suitable trees will be planted in the vicinity of the removed tree but not in the exact location to replace the equivalent lost canopy cover.
Works may involve:
- Removal of tree and mulching
- Operation of machinery
- Noise
Please be advised that minor pathway works may also be undertaken throughout these works to repair damage caused by the tree.
Council has appointed a local qualified contractor to undertake the removal works.
Water Mains
Riverway Drive from Allambie Lane to Jennifer Street, Kelso – Water Mains

Council is preparing to replace an aging 100mm diameter water main along the footpath of the eastern side of Riverway Drive from Allambie Lane to Jennifer Street, Kelso.
This project is part of our annual Capital Works program, which is essential for maintaining Council-controlled assets like the city's water
network. We aim to ensure that we meet the community's water supply needs and continue supporting the growth of our region.
Council plans to undertake these works in advance of the Queensland Government's Department of Transport and Main Roads Riverway Drive Stage 2 project.
As part of this project, Council will in stages:
- excavate and install a temporary on-ground poly water pipe to maintain water supply to houses
- excavate and remove the existing aging water main
- construct a new 100mm diameter water main, including new water connections and fire hydrants.
