Bus Stops

What works are underway?
Townsville City Council, Translink and Kinetic are working to deliver improved bus services on Magnetic Island. The project involves rerouting the bus service to use Marine Parade instead of Hayles Avenue, Arcadia. The new bus route will improve safety and accessibility for island residents and tourists.
As part of this project, Council will remove ten bus stops and construct five additional bus stops along Kelly Street, Marine Parade and Armand Way.
A new bus stop will be constructed at the following location:
- Opposite stop 820037 on Armand Way at Alma Bay, Arcadia.
Temporary bus stops will be constructed at:
- two new temporary bus stops along Marine Parade,
- two on Kelly Street, between Murray Street and Barton Street, in Nelly Bay.
What do the works include?
As part of this project, Council will:
- Remove existing infrastructure, such as J-poles.
- Construct temporary bus stops, including pouring of concrete slabs and asphalt works.
- Minor improvements to footpaths adjacent to bus stop locations.
- A reduction in off street parking spaces (13) fronting Alma Bay Park.
- Remove vegetation including 2 trees within the works area as required.
- Improvement to footpaths from Hayles Avenue to Marine Parade via Hordern Avenue and McCabe Crescent.
- Future works will include construction of additional parking spaces on Armand Way and the replanting of trees in close vicinity.

Coastal Management
Rowes Bay and Pallarenda Foreshores, Rowes Bay and Pallarenda – Coastal Management Works

The Rowes Bay and Pallarenda coastal restoration works have been extended due to unforeseen equipment and resource allocation delays. It is expected that works will now be completed by the following dates:
- Rowes Bay Foreshore works are expected to be completed by Monday 28 October 2024, weather and coastal conditions permitting
- Pallarenda Foreshore works are expected to be completed by Monday 4 November 2024, weather and coastal conditions permitting.
The works will continue to involve the reprofiling of sand along identified sections of the foreshore most susceptible to erosion including additional foreshore maintenance works.

Works will involve the reprofiling of sand along identified sections of the foreshore most susceptible to erosion including additional foreshore maintenance works undertaken to the beach pedestrian access paths between Longboard Bar and Grill and the Townsville Sailing Club.
Residents, businesses and beach users close to the works may experience some temporary coastal works impacts including:
- partial closure of the beach
- operation of machinery
- installation of safety fencing
- noise.
These works aim to reduce the impact of erosion and make the beach resilient to future weather events.
Council advises that the beach within the work zone will be closed to the public throughout the works.
Drainage
Murray Street near Gregory Street, North Ward – Murray Street Culvert Upgrade

Council is preparing to upgrade the culvert at the bottom of Murray Street nearing Gregory Street, North Ward.
These initial works are the first stage of Council's plans to upgrade Murray Street between Gregory and Victoria Streets.
This project is part of our Capital Works program, which aims to maintain Council’s assets to ensure the community's transportation, stormwater, water and sewerage needs are adequately met and continue to support the growth of our region.
As part of this project, Council will:
- upgrade the existing stormwater culvert at the Gregory Street intersection
- rehabilitate a portion of associated road immediately over the culvert
- remove vegetation within the works area as required.

Environmental Restoration
1/47 Old Common Road, Rowes Bay – Mundy Creek Environmental Restoration Works

Townsville City Council will be undertaking the Mundy Creek restoration works.
Works will involve the removal and mulching of woody weeds and revegetation to reduce the impact of erosion and make the beach resilient to future weather events.
The Mundy Creek removal and mulching is currently underway with revegetation works commencing from Wednesday, 26 June 2024. Works are expected to take six (6) months to complete (weather and project conditions permitting).
Works may involve:
- Operations of machinery
- Native tree plantings
- Safety fencing installed for pedestrian and vehicles
- Noise, flashing lights and dust.

Sherriff and Archery Park, Mundingburra – Riverine Site Maintenance

Townsville City Council has been successful in securing funding to undertake Riverine Site Maintenance.
This project is proudly funded by the Commonwealth and Queensland Governments through the Disaster Recovery Funding Arrangements (DRFA) and delivered in partnership with Council.
The DRFA program provides disaster relief, recovery payments and infrastructure restoration to help communities recover from the effects of a natural disaster. This funding follows from the previous DFRA Riverbank Restoration grant used for works in local areas impacted by the 2019 monsoon event.
This project is scheduled to commence early October 2024 and will involve the remediation, infilling of past plantings and minor rectifications to the Sherriff and Archery Park riverbank in Mundingburra.
The initial intensive phase of works is expected to take four months to complete and includes:
- maintenance weeding
- mulching
- planting.
Please note: Work will not be continuous across these months but in four stages.
After these initial works are completed, ongoing low impact maintenance weeding will occur periodically until June 2026.
Works may involve:
- weed removal, including onsite chipping of woody weeds
- delivery of mulch by trucks, and spreading of mulch with machinery and ground crew
- extensive native tree plantings to riverbank to deliver long-term bank stability
- closure of the footpath and some parking bays
- safety fencing installed for pedestrians and vehicles
- noise, flashing lights and dust.
General
Hillside Crescent, Townsville City – Top-City Reservoir Upgrade Works

Council is replacing the Top-City reservoir's roof, which sustained damage from gale-force winds and Ex-Tropical Cyclone Kirrily.
UPDATE - 17 October 2024
The concrete pours for the upgrade of Top-City Reservoir have occurred over the past two months, and the concrete works are now completed. The upcoming works in October and November will be the installation of the structural steel frames and roof sheeting for the water reservoir. During these works, there will be some truck movements for the delivery of the structural steel and roof sheeting.
Machinery operations, flashing lights, pedestrian and traffic management, safety fencing, noise, dust, and odours may be associated with these activities.
Palmer Street, Townsville City – Surveyors in Your Area

As part of the 2024/25 Budget, Townsville City Council is introducing changes to paid parking and plans to install paid parking meters along The Strand, Gregory, Mitchell, and Palmer Streets and in and around the Fulham Road medical precinct.
Before we begin construction activities, you may notice Council surveyors in the area. Their role is to mark the location of the new meters on the ground, which is a crucial step in preparing to install ground footings and locate underground services.
These activities may involve:
- temporarily closing on-street parking bays
- machinery operations
- vehicle movements
- lighting
- odours.
We understand this may cause some inconvenience, and we appreciate your understanding and patience during this time.
Ross River, Kelso – Ross River Dam to Douglas Water Treatment Plant Revegetation Works

The installation of the Ross River Dam to Douglas Water Treatment Plant pipeline is almost complete. This pipeline is crucial to Townsville’s water supply which provides 85% of the city’s water. As the project moves into its final stages, Council will work on rehabilitating areas affected by the pipeline construction activities.
Revegetation works are forecasted to commence on Riverway Drive and the Ross River crossing in September and be completed by the end of November 2024, weather permitting.
Residents and businesses near the revegetation area may experience some temporary impacts including:
- noise
- truck and heavy machinery movements
- occasional dust.
Parks and Playgrounds
Murray Skate Park, Annandale – Parks and Playgrounds

Normal work hours: Monday to Friday, 6am to 4pm
Murray Skate Park Upgrade works are ongoing that will deliver free-flowing, transitional skating lines with challenging features that aim to provide a unique family-friendly, modern, and activated skate park for the community and visitors to enjoy.
Key activities completed include:
- construction of the new skatepark upgrade
- ground foundation works.
Upcoming construction activities:
- The Murray Skate Park, along with the off-leash Dog Park, will be temporarily closed for the removal of asbestos and designated construction material. This work is scheduled to commence on Monday 30 September 2024 and is expected to take two (2) weeks to complete. Removal works, along with temporary closures, will be in place from Monday to Friday, 6am to 4pm. However, both the dog park and skate park will be open outside of these work hours, including weekends.
- During these works, access to the Murray Skate Park and adjoining off-leash Dog Park will be restricted. Signs and barricades will be in place to isolate the asbestos removal work area.
- Asbestos removal work will be undertaken by a licensed asbestos removal contractor. Workplace Health and Safety Queensland will be notified of the work. An asbestos removal control plan (ARCP) will be developed to ensure that adequate measures are in place to minimise risk and meet regulatory requirements.
- Works are scheduled to be completed late November, including the installation of shelters, landscaping, irrigation, and the addition of concrete pathways.
Council advises that an Occupational Hygienist has been engaged to review the ARCP and undertake assessments of the risk controls in place during the work. This will include monitoring for airborne asbestos fibres around the perimeter of the work area. After the removal works the Hygienist will perform a clearance inspection including air monitoring clearance certification before the project site opening.

Corner of Yule Street and Esplanade, Picnic Bay – Playground Renewal

Council is removing the parking meter footings and associated infrastructure along Palmer, Dibbs, Anthony, Tomlins and Plume Streets in South Townsville.
Please be advised that expanding paid parking across Townsville has been suspended. This decision was made during the Townsville City Council’s Special Meeting on Wednesday 9 October 2024.
What will the works include?
- Remove the existing parking meter footings located within the pathway and replace the affected area of the pathway.
- Remove all markings and associated finishes related to the parking meters.
- Reinstate the pathway after the removal of the meter footings.

Council is undertaking roadworks along Ogden Street between Denham and Stokes Streets, Townsville City. This project is part of Council’s annual Roadworks program, which aims to maintain our Council controlled road network to ensure the community’s transportation needs are adequately met and continue to support the growth of our region.
Council will deliver this project in stages, work will pause on Saturday 30 November, to allow for increased traffic flows associated with The Killers concert at Queensland Country Bank Stadium.
When work resumes on Monday 2 December, Council will only need to complete the reconstruction of the concrete pathway. This work
is nearing the corner of Denham and Flinders Streets and will have minimal impact on on-street parking.
Timing:
- Stage One: Tuesday 12 November to Friday 20 December 2024. Council expects this stage to take six (6) weeks to complete, weather permitting.
- Stage Two: January to February 2025. Council will provide an update on this stage closer to work commencing.

Trees
Oonoonba Road and Wairopi Street, Oonoonba – Tree Removal

Council’s Principal Arborist has recently completed a detailed inspection on a series of trees located in the nature strip of Oonoonba Road, between the street boundaries of Fairfield Waters Drive and Wairopi Street, and Wairopi Street through to Kokoda Street
as indicated overleaf.
A decision to remove the trees has been made based on the certified Arborist’s report that confirms the trees are in poor health due to the effects of Ex-Tropical Cyclone Kirrily, making them a risk to surrounding infrastructure and community safety.
No further arboricultural management practices can be recommended to safely retain the trees.
To protect the community and its infrastructure, the trees will be removed. Suitable replacement trees will be planted nearby, but not in the exact locations of the removed trees, to compensate for the lost canopy cover.

Council is preparing to install a water main connection in anticipation of constructing a new booster pump station between the Wulguru and Dahl Crescent Reservoirs.
These preliminary works are the first stage of Council's plans to renew these reservoirs. Future work will involve the installation of the booster pump station. This renewal will allow Council to maintain these reservoirs while ensuring the water supply to the Wulguru area remains uninterrupted.
This project is part of our Capital Works program, which aims to maintain Council’s assets to ensure the community's transportation, stormwater, water and sewerage needs are adequately met and continue to support the growth of our region.
As part of this project, Council will:
- clear and prepare the easement for construction activities to commence
- excavate and trench the alignment of the pipe
- lower the pipe into the trench and backfill the area once concrete has cured

Council is preparing to replace an aging 100mm diameter water main along the footpath of the eastern side of Riverway Drive from Allambie Lane to Jennifer Street, Kelso.
This project is part of our annual Capital Works program, which is essential for maintaining Council-controlled assets like the city's water
network. We aim to ensure that we meet the community's water supply needs and continue supporting the growth of our region.
Council plans to undertake these works in advance of the Queensland Government's Department of Transport and Main Roads Riverway Drive Stage 2 project.
This project is funded by Townsville City Council.
As part of this project, Council will in stages:
- excavate and install a temporary on-ground poly water pipe to maintain water supply to houses
- excavate and remove the existing aging water main
- construct a new 100mm diameter water main, including new water connections and fire hydrants.
