Council will be recommencing the Bushland Beach Naturalisation Channel renewal works.

Drainage Works
Council is repairing the open stormwater drain and wall along University Road near Annandale Drive at the rear of properties in Marigold Court and Honeysuckle Drive, Annandale.
CES Construction, a local contractor, is making progress with repair works on behalf of Council, with the lower retaining wall of the drain removed and new structural foundations installed.
Construction will continue, with CES scheduled to cast and install concrete panels within the drain this month to replace the lower wall. The project timeline includes a break for Christmas, during which the contractor will leave the site on Friday 22 December 2023, and return on Monday 8 January 2024.
Council is currently in discussions with the Department of Transport and Main Roads (DTMR) to install a noise barrier as part of these works between 55 Honeysuckle Drive and 8 Marigold Court, Annandale, in the new year. DTMR is the primary government agency responsible for managing traffic noise from state-controlled roads.
Council will update residents on the progress of the works and provide more information on partnering with DTMR to install a noise barrier in the coming months.

Open Drain Repairs and Noise Wall Installation

As part of this commitment, Council, in partnership with the Department of Transport and Main Roads (DTMR), are undertaking the open drain works. Council and DTMR will also install a noise wall along University Road near Annandale Drive at the rear of properties in Marigold Court and Honeysuckle Drive, Annandale.
The noise wall will extend from 8 to 14 Marigold Court and 55 to 61 Honeysuckle Drive.
Council expects to complete these works by October 2024, weather permitting. We apologise for any inconvenience this work may cause and appreciate your patience.

Mundy Creek Environmental Restoration Works
Townsville City Council will be undertaking the Mundy Creek restoration works.
Works will involve the removal and mulching of woody weeds and revegetation to reduce the impact of erosion and make the beach resilient to future weather events.
The Mundy Creek removal and mulching is currently underway with revegetation works commencing from Wednesday, 26 June 2024. Works are expected to take six (6) months to complete (weather and project conditions permitting).

Townsville City Council is preparing to design a new booster pump station for future installation between Wulguru and Dahl Reservoirs. The new booster pump station will enable Council to undertake maintenance on these reservoirs without disrupting the water supply to the Wulguru area.
To begin investigating these options, you may notice Council surveyors in the area. Surveyors will measure distances, directions, and angles to determine, locate and define public and private land boundaries.
Council will also undertake minor excavation works to identify utilities. In doing so, Council will prevent damage to the underground utility lines during future construction works. Council will continue to update the community as the planning of this project progresses. Machinery operations, vehicle movements, lighting, and odours may be associated with these activities.
Council expects surveying to commence on Monday, 24 June 2024 and take up to one week to complete, weather and conditions permitting.

Townsville City Council will soon be making repairs to the artwork located on Building 222 Flinders Street in Townsville. During repair works, Denham Lane will be temporarily closed to through traffic.
Pedestrians will still have access to businesses along Denham Lane and the parking area nearby will remain open with access via Flinders Street. Please note, a few parking spaces near the worksite will be unavailable during this time.
Works are expected to start on Monday 17 June and finish on Friday 21 June 2024, weather permitting.

Top-City Reservoir Upgrade Works
Council is replacing the Top-City reservoir's roof, which sustained damage from gale-force winds and Ex-Tropical Cyclone Kirrily.
Update 28 May 2024:
Upgrade works are progressing well, with the following site preparations now complete:
- removal of the damaged roof and structure
- removal of old and damaged water mains
- cleaning of the reservoir floor.
Upcoming construction activities include:
- installing a new concrete floor and reinforced concrete walls inside the existing reservoir structure
- installing and erecting structural steel and roof sheeting
- installing new water mains.
Residents in the area will notice an increase in traffic and vehicle movements in and around the work site during this time. Machinery operations, flashing lights, pedestrian and traffic management, safety fencing, noise, dust, and odours may be associated with these activities.

Sewerage Pump Station Pipework Renewals
Townsville City Council is committed to delivering well-maintained infrastructure and efficient transportation systems, with over $400 million being invested in roads and transport management, open spaces, water, and wastewater management this financial year.
As part of this commitment, Council is preparing to undertake essential renewal works to 11 sewerage pump stations across the city, replacing deteriorated pipework and constructing emergency pump points.
If Council needs to access associated infrastructure within your property boundary, we will coordinate with you to schedule a convenient date and time for this to occur.
Before work begins, Council will temporarily fence off the pump station and clear the site of any vegetation that may be in the way of construction activities.
Machinery operation, flashing lights, noise, and dust may also be associated with these activities.

- installation of poles
- replacement of rock wall
- minor concrete works.

Fencing Removal Works
Townsville City Council will be undertaking the following infrastructure removal works:
Oonoonba Road, Idalia Fencing Removal Works will involve the removal of the existing timber fence that is currently positioned
adjacent to the road corridor of 103 – 105 Oonoonba Road, Idalia along with groundworks and associated landscaping.
The Oonoonba Road Fencing removal works are scheduled to commence on Monday, 24 June 2024 and are expected to take approximately two (2) weeks to complete (weather and project conditions permitting).
Normal work hours are from 6am to 5pm Monday to Friday and 6am – 2pm on Saturday. In exceptional cases, work may be required outside these hours.
Works may involve:

Council’s existing fencing that is installed as a barrier between the open space of Idalia to residential properties is no longer fit for purpose and is required to be removed.

Revegetation Works - Ross River Dam to Douglas Water Treatment Plant
The installation of the Ross River Dam to Douglas Water Treatment Plant pipeline is almost complete. This pipeline is crucial to Townsville’s water supply which provides 85% of the city’s water. As the project moves into its final stages, Council will work on rehabilitating areas affected by the pipeline construction activities.
Revegetation works are forecasted to commence on Riverway Drive and the Ross River crossing in July and be completed by the end of August 2024, weather permitting.
Residents and businesses near the revegetation area may experience some temporary impacts including:

- truck and heavy machinery movements

Infiltration and Inflows Study of Sewers
Townsville City Council has resolved to undertake a systematic inspection program of sewers and private house drains of all premises, by means of smoke testing pursuant to section 134 of the Local Government Act 2009.
The purpose of this program is to determine locations of illegal stormwater connections into the sewer reticulation system and private house drain defects.
It is the intention of Council that authorised persons will inspect all properties in each declared sewer area during the program period. A copy of the program is open for inspection at Townsville City Council, Administration Building, 103 Walker Street.

Hazard Reduction Burns - April to October 2024
Council is committed to ensuring the safety of our community, with a dedicated Emergency Management team planning for natural hazards and undertaking strategic measures to mitigate the associated risks.
Council conducts hazard reduction burns during the dry season each year as part of Council’s Bushfire Management Plan, to prevent the spread of bushfire and protect lives, property, and infrastructure. These controlled burns reduce the build-up of flammable fuel loads such as leaf litter, grasses, and shrubs.
Council’s 2024 hazard reduction burn program will commence in April, conducted in partnership with various organisations, depending on the burn location, including:
- Queensland Fire and Emergency Services
- Queensland Parks and Wildlife Services
- Department of Resources
- Department of Defence
All hazard reduction burns will be carried out subject to weather conditions.
Residents with medical conditions that may be affected by smoke from grass fires should take precautions.

Hazard Reduction Burn
Townsville City Council is committed to delivering quality services for our community.
Within regional Queensland, the landholder is required to undertake appropriate fire prevention actions on his/her land (Fire & Rescue Service Act 1990, Section 69).
It is also the landowner’s responsibility to ensure that the property has appropriate firebreaks to reduce fire hazards and to take all reasonable steps to prevent the spread of fire on their land and/or entering adjoining land.
To meet these obligations, Council is undertaking a hazard reduction burn at Oak Valley Reserve – 40 Thunderbolt Drive, Oak Valley.
Council is notifying adjoining properties of this hazard reduction burn confirming that you are aware of our hazard reduction burn within Roseneath and to ensure appropriate measures are undertaken to prepare your property. Council requests that you remove all combustible material from the boundary of your property including green waste and long grasses.
Throughout the hazard reduction burn, it may be necessary to enter your property to safely access the boundary of this reduction burn area and protect your property. Council and QFES will make contact to arrange access. Alternatively, please feel free to contact Council (13 48 10 or enquiries@townsville.qld.gov.au).
Please note that this scheduled hazard reduction burn is dependent on weather conditions. The exact date of the Roseneath Hazard Reduction Burn will be released on Townsville Disaster Information Facebook page 24 hours in advance of commencement.

Skate Park Works
Following extensive community consultation, Council will be delivering a new Skate Park facility within Harold Phillips Park, Garbutt.
The final design includes free flowing, all-abilities skating lines with challenging features that aims to provide an activated skate park for a truly iconic and appealing destination for our community to enjoy.
Works will involve the installation of permitter fencing, site clearing, and construction of the skate park including associated infrastructure and landscaping works.
Normal work hours are from 6am to 6pm Monday to Saturday. However, works may be required outside these hours and on the weekend if required.

- temporary sectional closure of Harold Phillips Park,

Council advises that Harold Phillips Park sports field orientation and associated works will also be undertaken throughout these works.
The Queensland Government provided $1 million to Townsville City Council to upgrade Harold Phillips Park to enable Queenslanders to participate in sport and recreation activities.

Sports Field Upgrade Works
Following extensive community consultation regarding the Harold Phillips Park Masterplan, Council will be delivering the Harold Phillips Park – Sports Field upgrade project.
The final design will see the delivery of an upgraded sports field, providing improved playing conditions for sporting clubs and the community.
Works will involve the installation of permitter fencing, sports field orientation east to west, including associated infrastructure and landscaping works.
Normal work hours are from 6am to 6pm Monday to Saturday. However, works may be required outside these hours and on the weekend if required.
Residents and businesses close to the works may experience some temporary construction impacts including:
- temporary sectional closure of Harold Phillips Park,
- operation of machinery
- noise, dust, flashing lights and vibrations.
Council advises that Harold Phillips Park – Skate Park and connected works will also be undertaken adjacent to these works.

Boulder Barricading Installation
Council is undertaking open space protection management works. Works will involve the installation of large size rock boulders that will be ground installed around the outside border of the park.
Residents and businesses close to the works may experience some temporary construction impacts including:
- sectional closure of the park perimeter
- hydro-vac and diggers operating
- safety fencing / barricading
- noise, flashing lights and dust.
The boulder installation barricading of the park will aid in stopping vehicles entering the park and keeping our open space parklands safe for our community to enjoy.

Council will be undertaking On Street Parking Works, which will include Kerb and Channel, Asphalt Surfacing and Concrete Footpaths establishing 13 new car parks fronting Rosewood Park.
Residents and businesses close to the works may experience some temporary construction impacts including:
- Traffic control and temporary road closures,
- Safety fencing for pedestrian and vehicles,
- Excavations in the road and adjacent footpath,
- Large construction machinery, noise and flashing lights.
These works prolong the life of the infrastructure, improve road safety and provide greater amenity for the local community.
Pedestrian and vehicle access to properties will be maintained for most of the project; however minor restrictions will be required during the works.

Open Space Renewal
Council is preparing to renew the Riverside Green open space adjacent to Fish N Flips, Freshwater Drive and opposite Lord Howe Promenade, Douglas.
Through the Have Your Say platform, Council consulted with residents between 7 March and 5 April 2022 to deliver a playground that meets community needs.
Based on feedback, Council has developed a draft Concept Plan for Stage 1A and Stage 2A to enhance the overall function and usability of the park and revitalise the park amenities and facilities.
Council will deliver Stage 1A this financial year and keep the community updated on the progress of adopting Stage 2A in future budgets.
In delivering these works, Council intends to:
- retain the existing playground until future stages
- install a new senior playground and shade sail
- install a large shelter with lighting, dual plate BBQ, and picnic setting
- relocate the small dog off-leash area
- install a new entry point to the main dog off-leash area.
Machinery operations, flashing lights, pedestrian and traffic management, safety fencing, noise, dust, and odours may be associated with these activities. During construction, there will be times when the park and dog off-leash areas will be closed.

Pathway Renewal Works

As such, Council will be undertaking works to renew a section of pathway, adjacent to Cape Pallarenda Road, Rowes Bay.
Works will include the removal and reconstruction of approximately 360 meters of pathway positioned between the boundaries of Emmerson Street and 56 – 124 Cape Pallarenda Road.
Works may involve:
- Temporary closure of the pathway,
- Operation of machinery through the work zone,
- Noise, dust, vibration, and flashing lights.
As part of this project, there will be the requirement to close the pathway within the works zone and pedestrian access will be via a designated signed detour.

Pedestrian Bridge Closure
Townsville City Council is committed to providing safe infrastructure.
As part of this commitment, Council has identified the requirement to close Henry Lawson Bridge until further notice, as a recent engineers' report has found it structurally compromised and unsafe for pedestrian traffic.
Pedestrian traffic management and safety fencing will be installed to reroute foot traffic.
Closure of the bridge will take effect on Monday, 20 May 2024.

Landscaping Tree Maintenance
Townsville City Council recognises the value and important role of trees in the urban landscape. In managing the City’s Public Tree Network, Council must balance various risks against the social, economic, and environmental benefits Public Trees can provide.
Council will undertake landscaping maintenance works to all identified trees and hedges adjacent to The Rocks Boulevard within the boundaries of Cosgrove Drive and Monolith Circuit, Cosgrove.
Works may involve:
- Removal of tree branches and mulching,
- Operation of machinery,
- Noise, dust, and flashing lights.
The purpose of the maintenance will include the removal of identified tree branches and associated foliage to avoid the branches impeding or falling into residential properties, open spaces and or pedestrian walkways causing maintenance concerns, potential infrastructure damage and a risk to the public.
The maintenance aims to ensure that the hedges are trimmed to match the original design and that the trees, shrubs, and vegetation remain healthy and continue to grow without causing damage to infrastructure or compromising community safety.
Please be advised that due to the proximity of these works to residential properties, some vegetation may fall into your yard, if this does occur, please place the green waste back over your fence and Council will collect it later.
Spilsbury Park, Garbutt – Tree Removal

Tree Removal
Townsville City Council’s Senior Arboricultural Officer has recently completed a detailed inspection on an identified tree positioned within Spilsbury Park adjacent to residential property number 63 Peel Street, Garbutt.
The decision has been made to remove the tree based on the certified arborist’s report. The report confirms that the tree has experienced a partial root plate failure, leading to a serious decline in its internal health and presenting a high risk of tree failure.
No further arboricultural management practices can be recommended to retain the tree safely.
To safeguard the community’s safety, the tree will be removed, and the stump will be ground to 200mm below the ground surface level with all surface roots removed. Suitable trees will be planted near the removed tree but not in the exact location to replace the
equivalent lost canopy cover.
Normal work hours are from 6am to 4pm Monday to Saturday. In exceptional cases, work may be required outside these hours.
Tree removal works are scheduled to commence on Friday, 21 June 2024 and are expected to take two (2) days to complete, weather and project conditions permitting.
Works may involve:
- Removal of the tree and mulching
- Operation of machinery
- Noise
Council has appointed a local qualified contractor to undertake the removal works.

Installation of Valve Pit - Ross River Dam to Douglas Water Treatment Plant
Townsville City Council is renewing the Ross River Dam to Douglas Water Treatment Plant pipeline, a key water infrastructure asset essential to enhancing Townsville’s water security.
The pipeline is operational, and construction is underway to install a valve pit, completing the renewal of the pipeline.
Operations will include a temporary road closure of Riverway Drive, Kelso (adjacent to 1702 Riverway Drive) from Monday 17 June and re-open end of July 2024, weather permitting. Access will be open to the Ross River Dam area via a detour.
Traffic management and signal detours will be in place throughout the duration of the works.
Residents near the works may experience some temporary construction impacts including:
- open excavations
- noise
- occasional dust
- truck and light vehicle movements.
Normal works hours are 6:30am to 5:30pm Monday to Friday. In exceptional instances, work may be
