Townsville 2021-2026 – Corporate Plan
The Townsville City Council Plan Townsville 2021-2026, is Council’s strategic document which sets the direction for what Council focuses on as we work to grow Townsville. It ensures Council provides intentional leadership on the way the city grows into the future. The Plan outlines the areas of focus, priorities and specific initiatives Council has committed to implementing, driving and advocating.

Have Your Say on Townsville 2025–2029
Townsville City Council is building a new plan for our city, focused on the next five years. The plan will set a new vision, mission and corporate goals, as well as setting out what we need to achieve in order to progress towards those goals. Community consultation is an important piece in helping us build this new plan. You can join the conversation in various ways:

2015/2016
The Townsville City Council 2015/16 Operational Plan and Budget was adopted at a Special Council Meeting on Tuesday 7 July 2015. The budget will deliver a 1.45% overall increase on rates and charges (or a rise of 92 cents a week) for an average residential property.

Strategic Asset Management Plan 2024/25
The provision and upkeep of infrastructure and associated services is at the heart of Council’s long term commitment for the Townsville community. Corporate Governance Framework

Local Housing Action Plan
Local Housing Action Plan (LHAP) identifies actions Council can take to support delivery of housing throughout Townsville. The action items address the themes of Infrastructure and Amenity, Planning and Regulation, Advocacy, Social & Affordable and Workforce Accommodation.

2021-2024 Townsville City Council Stretch Reconciliation Action Plan
Townsville City Council acknowledges the Wulgurukaba of Gurambilbarra and Yunbenun, Bindal, Gugu Badhun and Nywaigi as the Traditional Owners of this land. We pay our respects to their cultures, their ancestors and their Elders, past, present, and all future generations.
Reconciliation in Australia is a journey for all Australians. A journey for us all to strive towards a more equitable nation through the support and promotion of unity and mutual respect as a nation with our First Nations Peoples.
Council continues its reconciliation journey, entering into our third Reconciliation Action Plan (RAP) – Townsville City Council Stretch Reconciliation Action Plan (September 2021 – June 2024). A Stretch RAP is Reconciliation Australia's third level within their workplace RAP framework, built on three main pillars – Relationships, Respect and Opportunities, and focuses on embedding reconciliation initiatives into organisational practices to become ‘business as usual’, implementing longer-term strategies, and working towards defined targets and goals.
Building on Councils reconciliation journey to date, our Stretch RAP vision is for a cohesive and united community where First Nations Peoples cultures, histories and contributions are valued and celebrated, and creating an inclusive future where social and economic prosperity is shared by all.
Implementation of the Townsville City Council Stretch Reconciliation Action Plan 2021-2024 will be guided by the RAP Implementation Team made up of representatives across the organisation to continue to champion leadership of reconciliation practices and participatory approaches to involve the broader workforce in Council’s reconciliation journey. The RAP Implementation Team will drive delivery of the RAP commitments, monitor progress and provide updated reports to Council.

Arts Strategy 2020-2024
The Arts Strategy 2020-2024 brings together Council’s visual and performing arts areas in one strategic document. It recognises the alignment of the two areas under common themes as well as their distinctiveness in providing programs and services for the community. Notably the strategy acknowledges the importance of the arts to community wellbeing and economic growth. It is informed by thorough community and stakeholder engagement.

Townsville Citylibraries Strategic Plan 2020-2024
The Townsville Citylibraries Strategic Plan underpins the libraries annual operational plan and budgeting processes over the next four years. It has community needs at its centre; addressing short, medium and long term opportunities and challenges. Innovation is a key component to the delivery of the strategy as we evaluate and transform our resources, services, programs and spaces while responding to local, national and international trends.

Sport and Recreation Facility Strategy 2018-2028
The Townsville City Council Sport and Recreation Facility Strategy 2018-2028 will help Council to achieve its vision to become a leader in the provision of high-quality sport and recreation facilities, building on the liveability of Townsville and enhancing the health and wellbeing of the local community through active, inclusive and diverse participation opportunities.
This strategy was developed to embrace the region’s love of sport and physical activity by guiding Council’s strategic approach to its facility network development, to further enhance participation opportunities and to recognise and further build on the efforts of local volunteers in running competitions.
Council’s Sport and Recreation Facility Strategy provided prioritised infrastructure developments based on an understanding of actual Townsville sport and recreation trends. This includes open spaces (fields, courts, tracks, etc.), as well as infrastructure (clubhouses, change rooms, etc.).
The practical recommendations of this strategy are designed to allow Townsville City Council to make informed, strategic decisions in relation to its management of the sport and recreation facility network in Townsville. They support and allow for easier and committed decision-making by Council that is strategic, prioritised, data driven, supported by policy and framework, well consulted and collaborative.

Definitions
For the Strategy, the following definitions, as per the Queensland Government's Sport and Recreation Planning Program, are being used:
- Sport
- A human physical activity involving physical exertion and skill as the primary focus of the activity, with elements of competition where rules and patterns of behaviour governing the activity exist formally through organisations and is generally recognised as a sport.
- (Active) recreation
- Activities that involve physical exertion where the primary focus is individual or group participation and enjoyment over elements of competition where rules and patterns of behaviour govern the activity. Active recreation does not include ‘active work’ or ‘active living’. For the purpose of this program, any reference to ‘recreation’ is defined as ‘active recreation’.
Activities that are not being considered in the strategy (based on the definitions above) include leisure activities such as fishing and recreational boating, as well as active transport and active living, which are or may be investigated by Council separately.
Ross River Waterway Management System – Management of Recreational Use Plan
With Townsville City experiencing positive population growth and strong economic growth, there has been a rising trend in the popularity and participation in a variety of water sports and other recreational pursuits on the Ross River, in particular, the Black Weir section, over the past five to 10 years.
In response, the Ross River Waterway Management System – Management of Recreational Use Plan has been implemented and will be revised every 3 years. The only changes to the recreational use arrangements are in relation to the zones in Black Weir.
Townsville Botanic Gardens Masterplan 2020-2030
Townsville City Council engaged Tract Consultants to develop a 10 year Masterplan for Townsville’s three botanic gardens: Queens Gardens, Anderson Gardens and the Palmetum. Contributed to by the Townsville community through two rounds of public consultation, the final Townsville Botanic Gardens Masterplan 2020-2030 provides council with direction for the future enhancement and investment in three of Townsville’s most significant open spaces. The delivery of the recommendations within the Masterplan will be considered during council’s yearly Capital Budget deliberation process and as funding opportunities arise.

Traffic Guidelines and Demand Rates
The Traffic Impact Assessment (TIA) Guideline and Transport and Pathway Demand Rates documents provide in-depth guidance on the requirements of Traffic Impact Assessments of the City Plan and have been prepared to assist development applicants to identify the traffic information which is typically needed to support a development application.
The TIA Guideline provides information about the steps involved in preparing a traffic report to support a development application that involves access or connection to a Council controlled road. The guideline may also be used to help identify measures to mitigate any impacts the development proposal may have on the operation of the transport system.
The Traffic Demand Rates are unit rates for trips on the road network and pathway network associated with Students, Employment, Housing and Population. These rates are used in assessing the traffic generation of new residential estates.
