Youth Opportunity Fund
The Council works cooperatively with young people, community and Government to plan appropriate responses to young people's needs and aspirations and to facilitate their participation in community life.
The Youth Opportunity Fund is a major component of Council's Community Grants program. There are currently three Youth Opportunity Fund grant programs.
IPA Aspire Youth Career Grant
The program aims to assist Townsville young people (aged 15 to 23 years) to achieve their dream careers by providing funding to assist in accessing training, further education and career related experiences. This grant represents a unique model of partnership between Council, a corporate body (IPA Personnel) and young local people.

- To support pilot lessons towards a commercial pilot's licence,
- To pay musical tuition towards an Australian Music Examinations Board (AMEB) exam,

Philip Leong Youth Program - Youth In Business Bursary
The Youth in Business Bursary was designed by the Community Enterprise Foundation in partnership with the Philip Leong Youth Program Advisory Committee to give young business people a chance to achieve their best. Preference is given to applicants (aged 15 to 26 years) who reside in Townsville and who have demonstrated potential excellence, talent, skill or achievement in business.

Theodore Kuchar Scholarship for Excellence in Music
The program aims to support emerging Year 11 Townsville orchestral musicians with the costs of tuition and professional development. Council delivers this scholarship in partnership with the Australian Festival of Chamber Music.
Objectives
The program's objectives include:
- To support a young emerging Townsville artist by offering a scholarship.
- To increase opportunities for creative and skills development at an advanced level.
Background
Through the vision of Theodore Kuchar the Australian Festival of Chamber Music commenced in 1990, through the vision of Theodore Kuchar. The Townsville City Council has supported the AFCM from the Festival's inception and assisted Theodore Kuchar in developing his vision for the event. Theodore retired as Artistic Director in 2006 and in recognition of his outstanding contribution, the Townsville City Council, in partnership with the AFCM, has initiated this unique scholarship as part of the Council's Youth Opportunity Fund. Theodore Kuchar's contribution has enhanced and developed Townsville's cultural identity both nationally and internationally.
Level of Financial Assistance
- Scholarship winners receive a total of $4,000, paid in two payments of $2,000 over two years (during Years Eleven and Twelve), to be used to pay for instrumental tuition and/or professional development
Key Dates
- 4 September 2009 – Closing date for application forms.
- Mid September 2009 – Successful applicants notified of audition time and venue.
- 10 October 2009 – Auditions.
- End of October 2009 – Scholarship winner announced.
Assessment Criteria
Applicants will be assessed against the following criteria:
- Standard of performance at an audition where the applicant performs two pieces of contrasting styles.
- The quality of submitted resume (maximum three pages) including results and full examiners' reports from the past two years and any prizes and associated adjudication reports.
- Recommendations of two referees, one of whom must be the applicant's current instrumental music teacher.
Applicants will be invited to audition based on the strength of their application form.

Applicant Eligibility
To be eligible to apply for the scholarship the applicant must be:
- An Australian citizen or permanent resident of Australia.
- A resident in the Townsville City Council local government area.
- Learning an orchestral instrument.
- Achieved a minimum Grade Four practical level from AMEB, ANZCA or Trinity College syllabi.
- Entering Year Eleven in 2010
Frequency of Scholarship
A new scholarship will be awarded each year. Each year there will be two scholarship recipients – one being from the year before and a new recipient for the current year.
