| With Townsville City experiencing positive population growth and strong economic growth, there has been a rising trend in the popularity and participation in a variety of water sports and other recreational pursuits on the Ross River, in particular, the Black Weir section, over the past five to 10 years.
In order to maximise the community benefit, opportunities and access to this natural resource, Townsville City Council has consulted with various stakeholders in order to maximise community use of the Black Weir Impoundment whilst maintaining an acceptable level of safety for all users and minimising the likelihood of harm to the environment.
In response, the Ross River Waterway System – Management of Recreational Use Plan, which has existed since 2005, has been revised. The only changes to the recreational use arrangements are in relation to the zones in Black Weir.
