What is the Jezzine Barracks Redevelopment project?
The 15 hectare Jezzine Barracks site holds special significance for the people of Townsville and the military personnel who have served there. The Kissing Point Headland has been used by the military since the 1880s and is on the Commonwealth Heritage List. The rest of the site, known as Jezzine Barracks, was occupied by the 11th Brigade until its relocation to Lavarack Barracks in 2008.
In 2006, the Prime Minister announced that the majority of the Jezzine Barracks site in Townsville would be gifted to Townsville City Council for community use and heritage protection. Defence would retain Jezzine House and a central precinct to house a relocated Army History Unit Museum.
The Jezzine Barracks Community Trust was established in 2008 to oversee the provision of funding for the development of the site in accordance with the wishes of the community and the heritage listing requirements.
The Jezzine Barracks Community Trust developed the Concept Plan for the site, involving a very comprehensive public consultation and engagement process. The Concept Plan was released in July 2009 with the Master Plan outlining the detailed design released in December 2010. Remediation and relocation works on the site have been completed.
Delivering on the Master Plan will be managed by Townsville City Council with works to commence in 2012.
What will be redeveloped?
The
Jezzine Barracks Redevelopment Master Plan was completed in December 2010.
To deliver on the Master Plan, the redevelopment works will include:
- Demolition of some infrastructure on the site.
- Construction of roads, car parks and site wide infrastructure providing access to predetermined vantage points with the site.
- Construction of boardwalks and footpaths, complete with associated infrastructure.
- Maintain operational buildings necessary for the upkeep of the site.
- Install and maintain landscaping, complete with barbeque shelters and facilities.
- Install interpretive and heritage works.
- Install public art.
- Maintain community use facilities.
Who is involved with the project?
- Townsville City Council - delivering the redevelopment and provided $10M funding.
- Queensland State Government - providing $10M funding.
- Commonwealth Government - providing $20M funding.
- Jezzine Barracks Community Trust - delivered the Master Plan with considerable community consultation between 2008 and 2010. Ongoing consultation is occurring with regards to detailed design. Overseeing the provision of funding.
